Leading up to Earth Day in 1971, a benevolent chemical industry decided for "the public good as well as our own, we must do all we can to recover reason and sanity in this drive for a better environment."

Unfortunately, "reason and sanity" by their definition allowed the free introduction of untested chemicals in the market. And the backbone of this effort was a well-funded public relations campaign.
